Department of Purchasing & Warehouse Services
The mission of the Department of Purchasing and Warehouse Services is to contribute to successful community living for individuals with intellectual, developmental and behavioral challenges through the procurement of high quality goods, printing and services at a reasonable price and in a manner that is fair, open and impartial. The Department is also responsible for contract administration, contract compliance and evaluation, receiving, shipping, central stores and the acquisition and disposal of state and federal surplus property.
SEVTC must conform to the laws of the Commonwealth as outlined in the Virginia Public Procurement Act (VPPA) and the Agency Procurement and Surplus Property Manual (APSPM).  The Vendor’s Manual provides direction to those vendors interested in doing business with the Commonwealth.
  • SWaM Certification – SEVTC is wholly committed and supports supplier diversity.  Vendors that meet the qualifications of a Micro, Small, Woman-Owned, or Minority-Owned business should register with the Commonwealth of Virginia through the Department of Small Business and Supplier Diversity (DSBSD).  For assistance or questions, please contact DSBSD at(804) 786-6585.
  • Method of Payment: Purchases less than $5,000 are typically paid using a Small Purchase Credit Card (VISA).  Purchases greater than $5,000 are paid via check with payment terms of Net 30 days in accordance with the Prompt Payment Act.
